What is the Elm Street Program?
The Elm Street Program is intended to strengthen older historic neighborhoods that characterize many of the Commonwealth's communities. The Elm Street Approach is intended to operate in parallel cooperation with existing downtown or commercial corridor revitalization programs, including the Pennsylvania Main Street program. Through this cooperative approach, the connections between healthier neighborhoods and revitalized business districts can be strengthened. Who manages the Elm Street Program? Who develops the Elm Street Plan?
Downtown Chambersburg Inc., Chambersburg Borough, and BOPIC (Building Our Pride In Chambersburg) Inc. are working in partnership through a planning grant from the PA Department of Community & Economic Development (DCED) to prepare a plan referred to as the Chambersburg Elm Street Neighborhood Plan. The plan addresses five key areas of the Elm Street program: sustainable organization; clean, safe and green; neighbors and economy; design; and image and identity.
Elm Street Advisory Council
An advisory council, known as the Elm Street Advisory Council has been formed to assist with data collection, assessment, plan compilation, strategy development, and implementation. The Elm Street Advisory Council consists of community representatives, business representatives, non-profit organizations, service providers, church representatives, and municipal representatives.

Part of the purpose of the Chambersburg Elm Street Neighborhood Plan is to involve the community in planning for the future. With your efforts, improvements and realistic goals and strategies can be made. Please take a moment to complete a Neighborhood Survey, or complete a SWOT Activity, participate in the photo gallery exercise, and participate in upcoming meetings. We look forward to your involvement and hearing from you throughout the Elm Street neighborhood planning process.

CHAMBERSBURG ELM STREET NEIGHBORHOOD PLAN
The Borough of Chambersburg received a planning grant from the Pennsylvania Department of Community & Economic Development (DCED) to prepare this plan required to address five key areas referred to as sustainable organization; clean, safe and green; neighbors and economy; design; and image and identity. DCED has turned to the Pennsylvania Downtown Center (PDC) to perform assessment responsibilities and provide training and technical assistance to Elm Street communities across the Commonwealth. The Elm Street Program is designed similar to the Main Street Program. This plan represents a neighborhood-based, long-range vision for the revitalization of the Chambersburg Elm Street Neighborhood Area. This plan provides a blue-print for neighborhood revitalization emphasizing improvement of the condition of the neighborhood for all residents. This document was produced using the results of a collaborative planning process including input from residents, business owners, local elected officials, Borough staff, agency leadership and representatives of downtown.
