| JCPAC (Joint Comprehensive Plan Action Committee) |
Over the next 12 months, Dover Township and Dover Borough will be preparing a Joint Comprehensive Plan.
The Township and the Borough will be working collaboratively with the York County Planning Commission
(YCPC) and the community to develop the plan. In order to provide guidance to the planning consultant,
the Township and Borough have created a Joint Comprehensive Planning Advisory Committee (JCPAC).
The JCPAC will meet monthly with a representative of the YCPC and planning consultant to conduct activities
associated with preparation of the Joint Comprehensive Plan. JCPAC meetings are open to the public.
The public may participate as observers and provide comments/input at the end of each meeting.
Public meetings designed specifically for the community will be scheduled and announced separately.

DRAFT Joint Comprehensive Plan: Growth Management Plan for Dover Borough / Dover Township Region
|
This regional growth management plan was developed through a collaborative planning process that
integrated technical analysis with community input. The plan is a blue-print or
guide for future development and redevelopment within the region with a planning
horizon of 2030. The content of this plan is based upon the following supporting
documents: Existing Conditions Report, Build-Out Analysis Report, Summary of
Community Input and Zoning Analysis. This plan provides an update of facts and
statistics, results of analysis, vision statement, plan goals and objectives, growth
management strategies, explanation of various plan elements and implementation plan. This plan builds upon
the basic planning principles outlined in the Comprehensive Plan Addendum, August 1994, for Dover
Township and replaces the 1964 Dover Borough Comprehensive Plan. Note: Maps not

Existing Condtions Report
|
The existing condition report reflects current conditions in Dover Borough and Dover Township regarding history,
population, housing, land use, historic preservation, water and sewer services, stormwater management,
transportation, community facilities and services, and utilities. The report is based on the latest data
available from numerous sources including, Dover Borough, Dover Township, York County Planning Commission,
York County Agricultural Preservation Board, Farm & Natural Lands Trust, Pennsylvania Historic Museum Commission,
Pennsylvania State Data Center, Pennsylvania Department of Environmental Protection, Pennsylvania Department of
Conservation and Natural Resources, and Pennsylvania Department of Transportation, among others.

Build-Out Analysis Report [Draft] |
|
This report analyzes land capacity and demand using a variety of methods. Those methods include a
build-out analysis, housing capacity analysis and fiscal impact assessment. The build-out analysis
depicts the probable future scenario under current zoning regulations for existing development and
lands available for development. This analysis will be augmented with analysis of an additional scenario
referred to as the preferred future scenario once further committee and community input and planning
analysis is completed. The housing capacity analysis projects possible housing types based upon market
demand for lands available for development. And, the fiscal impact assessment evaluates the results of the
build-out analysis considering projection of housing types to determine potential tax revenues generated
under the probable future scenario. This analysis will support development of a future land use plan for
the joint comprehensive plan. Note: Maps not included in text. Download maps

Visual Preference Survey Report [Draft] |
The Visual Preference Survey (VPS) Report provides the results of the VPS conducted during the
Dover Borough / Dover Township Joint Comprehensive Plan Public Meeting held on March 28, 2006.
Participants were asked to view and evaluate a wide variety of slides depicting streetscapes, land use,
site design, building type, aesthetics and amenities and indicate a level of preference for what they have seen.

Priority Preference Report: Community Issues [Draft] |
A priority preference survey is a technique that enables citizens to evaluate a comprehensive listing
of topics and issues to indicate their level of priority or importance for the topic or issue. A priority
preference survey was conducted during the Dover Borough / Dover Township Joint Comprehensive Plan Public
Meeting on March 28, 2006. All meeting attendees were urged to participate in this activity. The Priority
Preference Report provides the results of the survey.
