Arlington WWTP Program Management

Location: Arlington County, Virginia Client: Arlington County Department of Public Works

JMT staff provided program management assistance over several years during a major upgrade to an urban wastewater treatment facility.

JMT was responsible for providing program management services to Arlington County in support of its estimated $250 million water pollution control plant construction upgrade and expansion, which occurred over several years.  Specifically, we supported electrical, mechanical, instrumentation and control (I&C), and pumping station modifications during the plant's upgrade to an ENR facility achieving effluent limits of 3 Mg/L of Total Nitrogen. 

Onsite JMT staff created program-specific preliminary engineering requirements for each design package, as well as standard documents and standard construction details in the areas of plumbing, HVAC, electrical, and I&C, for the consultants performing final design services.  During the design phase, JMT assisted the County in the review of designers' submissions at approximately 30%, 60%, and 90% design completion levels and performed value engineering, constructability and operability reviews. 

JMT provided additional services to Arlington County such as:

  • Field inspection of mechanical, electrical, and I&C components from installation to testing and start-up.
  • Assistance during the process of evaluating, pre-qualifying and identifying vendors to supply the new programmable control system for the plant. 
  • Preliminary design development for a new 6 MW central power generating facility.  The facility was configured to provide power generation both during periods of economic dispatch (i.e., high power rates) and periods of grid outages.
