COMPASS System Database Development

JMT developed a new sports licensing and registration system for a state client.

The Maryland Department of Natural Resources (DNR) selected the JMT Technology Group to plan and execute the migration from its legacy licensing and registration system to a new online system known as COMPASS.

COMPASS is a new, online licensing and registration system for purchasing hunting and fishing licenses, along with off-road vehicle registrations and harvest reporting capabilities.  Customers receive an electronic copy of their license within 30 minutes of purchase.  An additional feature is the automatic issuance of a new DNRid card, creating an easy way to renew or make new purchases.

The first phase of this project required JMT to design and develop a new relational database, cleanse and migrate existing data, and develop a publicly-accessible web application. The Customer Verification web application employed a survey format to facilitate and encourage customer participation in the data quality enhancement process.

During the second phase, JMT led the design, development, and deployment of COMPASS.  After a pilot program proved successful, JMT continued to support the registration system's full release.

COMPASS is now available at service centers and sports license agent locations throughout Maryland.  In addition, customers have the ability to buy licenses from home.
