Energy Service Evaluations for W/WW Facilities

JMT provided contract assistance to WSSC in the supervision and evaluation of the ESCO's performance-based energy conservation program contracting.

The Washington Suburban Sanitary Commission (WSSC) owns and operates numerous water treatment and distribution facilities throughout the DC Metro area.  WSSC enlisted an Energy Service Company (ESCO) to develop and energy conservation program to improve energy efficiency in their facilities.

JMT is supporting WSSC in the supervision and evaluation of the ESCO's performance-based construction contracting. Activities involved include review of the ESCO's preliminary designs, plans, specifications, and equipment cutsheets; verification of the adequacy and clarity of ESCO's annual service and support scope and conformance with WSSC standards and requirements; creation of independent cost estimates for all capital energy conservation measures, engineering, and required annual service and support proposed by ESCO; and verification of the ESCO's proposed design and construction schedule.   JMT will also ensure that ESCO's Monitoring & Verification standards are in compliance with the International Performance Measurement and Verification Protocol (IPMVP), and will verify the accuracy and effectiveness of proposed measurement standards in conjunction with ESCO's specific energy guarantee requirements.   Additionally, JMT will verify the adequacy of ESCO's proposed commissioning plan to support successful installation, startup, and operation of equipment and systems implemented.  Assistance will be provided to WSSC throughout negotiations culminating in the award of the project by the Commission.
