GSA Energy Conservation Measures

Location: Various Locations, Nationwide Client: US General Services Administration- Public Building Service

JMT is providing energy conservation program services to the US General Services Administration for five Federal office buildings and courthouses within the Northeast and Caribbean region.

The JMT Facilities CM team won an ESPC Energy Conservation Measures (ECM) Project with GSA/PBS Region 2 to provide CMa services for five federal office buildings and courthouses within the Northeast and Caribbean Region:

  • Jose V. Toledo, FOB & U.S.C.H. (Old San Juan, P.R.)
  • Ron De Lugo, FOB & U.S.C.H. (Saint Thomas, USVI)
  • Almeric Christian FOB (St. Croix, USVI)
  • Martin Luther King (MLK) FOB and U.S.C.H. (Newark, NJ)
  • Pirnie FOB, U.S.C.H. (Utica, NY)

The scope of the project included planning and development of an energy conservation program, identification and budgeting of energy and water conservation projects, life cycle cost estimates and energy savings estimates of investment decisions to facilitate business decisions by senior leaders, establishment of energy and water baselines, cost savings projections, negotiation of the ESPC contract, design & construction execution of individual project energy and water conservation achieved during the first full year following acceptance of the project.

Project deliverables included design and energy engineering review/analysis, financial analysis, construction cost analysis, commissioning, construction management & document coordination, and quality assurance and control during the construction / implementation phase of the ECMs developed by the selected Energy Savings Contractor (ESCO).
