IDIQ Value Engineering Contract for the Baltimore USACE

JMT was part of a team providing services on a multi-year Value Engineering IDIQ task order contract for the Baltimore District Corps of Engineers.

JMT was part of a team providing services on a multi-year Value Engineering IDIQ task order contract for the U.S. Army Corps of Engineers, Baltimore District.

Assignments from the contract were issued as individual task orders. These assignments covered a wide variety of different types of projects throughout the District. Projects included the following:

Radar Test Range, Tobyhanna Army Depot, PA - JMT provided a value engineering mechanical electrical systems review study for 60,000 sf of LEED® accredited building space. We offered alternate methods of design that reduced construction costs and improve operating conditions, saving over $2,000,000 in construction and life cycle costs.

Arts and Crafts Center Value Engineering Workshop, Fort Belvoir, VA - JMT provided value engineering for the mechanical and electrical systems value engineering review for an 11,000 sf LEED® building design during the schematic stage of project development. Improvement recommendations included changes in materials and routing to the secondary power feeds, remote location of power distribution panels, modified circuit distribution materials, revised domestic water distribution, and upgrades to simplify and improve the energy efficiency of HVAC systems.

Headquarters Facility Defense Distribution Center Value Engineering Workshop, Army Corp of Engineers Defense Logistics Agency, New Cumberland, PA - JMT was a member of the team brought together to conduct a value engineering exercise for this 265,000 sf administrative headquarters building for the Defense Logistics Agency.   This LEED® Gold facility houses 1000 employees including a 3000 sf Computer Center, 400 seat auditorium, and a 350 seat dining facility with a construction budget of $84,000,000. As the team's mechanical engineering representation, JMT provided six of the 24 proposals    for cost savings without impact to the project program or the LEED® Gold goals. The mechanical cost saving proposals alone attributed to a savings of over $5,500,000.

North Campus Utility Plant Value Engineering Workshop, Fort Meade, MD - JMT performed value engineering for the mechanical systems review study for a 50 megawatt LEED® back-up power generation plant design. We proposed alternate methods of mechanical design for improvement. Our recommendations included alternative fire suppressions systems and zones, use of larger more efficient generators, and alternative layouts to reduce the size of the facility while still providing for the same equipment. This saved over $3,750,000 in initial and life cycle costs.

Electronics Maintenance Shop, Tobyhanna Army Depot, PA - JMT performed value engineering for the mechanical electrical systems review for a 40,000 sf LEED® building. We provided schematic drawing review, project meeting minutes, and cost estimates.   JMT proposed alternate designs for improvement. Recommendations included relocation and reduction of HVAC equipment providing initial and life cycle cost savings of over $750,000.
