New Town High School

Location: Baltimore County, Maryland Client: Baltimore County Public Schools

JMT provided site design, landscape architecture, and surveying services for the first new high school constructed in Baltimore County in 25 years, New Town High School. 

Baltimore County completed construction of New Town High School in Owings Mills to relieve crowding in the local public schools system.  JMT teamed with a local architect, who was responsible for the overall project, to provide site design, landscape architecture, and surveying services.  An aggressive construction schedule was implemented to meet the prospective demand for classroom space.

The project was developed using a two-phased approach due to an extremely short duration schedule.

Phase I involved the preparation of mass grading plans to allow for the start of construction of the school's foundation. Services included, development of site layout including building location/elevation; design layout of athletic facilities including football stadium, three baseball fields, two soccer fields, six tennis courts and two basketball courts; design layout for roadways, 350 car parking lot, ADA accessibility, loading dock and sidewalks/pedestrian facilities; development of preliminary "final" grading plans and mass grading plans involving 350,000 CY of excavation and 45 acres of area; analysis and design for two SWM ponds and extensive erosion and sediment control facilities; topographic and property surveys; wetland and forest conservation permitting.  Due to an extremely tight schedule, the above design tasks had to be completed in a three-month period to obtain a grading permit for the project so that grading and building foundation construction could begin as soon as possible. Extensive coordination was required between the Baltimore County Public Schools, the architect, the mechanical engineer and the construction manager to keep the project and design on schedule.

Phase II services, during the Site Development phase, involved several disciplines: Development/refinement of site layout design including roadways, parking lots, athletic facilities, sidewalks and ADA accessibility; preparation of extensive landscape plans; traffic signal design for school bus exit onto Lakeside Boulevard; final grading plan design; utility design including water and sewer hook-ups; design of approximately 1,000 linear feet of retaining walls; extensive erosion/sediment control plans for final grading; design of extensive irrigation and storm drain systems; design of athletic field appurtenances and site furniture including backstops, fencing, benches, special soil mixes, running track and playground area. Extensive coordination was required between the Baltimore County Public Schools, the architect, the mechanical engineer and the construction manager to keep the project and design on schedule.
