Nutrient Reduction at Lackawanna WWTP

Client: Lackawanna River Basin Sewer Authority
JMT provided facility planning, design, and construction
management / inspection services for a regional sewer authority to
help it meet new Nutrient Reduction Technology regulations.
The LRBSA operates three wastewater treatment plants (WWTPs),
all constructed in the late 1960s. New Nutrient Reduction
Technology (NRT) regulations require the plants to meet year round
total nitrogen (TN) and total phosphorus (TP) limits in addition to
the existing requirements specified in the Chesapeake Bay
Restoration Program and the Pennsylvania Tributary
Strategies. Another consideration for this client is low
winter operating temperatures, often below 10°C.
Initially, JMT prepared a Facility Plan and NRT Evaluation for
the three plants, including recommended improvements to the
facilities over a 20-year period. JMT also conducted an
evaluation of the Nutrient Trading Program and determined the
feasibility and cost effectiveness of utilizing nutrient trading to
meet NRT effluent goals.
Following the study and evaluation, JMT designed improvements to
the Throop WWTP to help it meet certain immediate NRT
requirements. The design included expansion of plant
facilities from 7 MGD to 10 MGD and conversion of the existing
extended aeration process to a four stage Bardenpho Process for
nutrient removal. Other design features included design
of four new 80 foot diameter secondary clarifiers with integral
return sludge pump stations, new chemical feed facilities, new
solids handling facilities, and design of a sustainable
cogeneration facility to utilize digester gas to produce
energy. JMT also designed a plant-wide SCADA system, making
use of Flex I/O to minimize site wiring, and adding Operator
Interface Terminals throughout the plant. Design of a
new 2,000 square foot Headworks Building was fast-tracked and bid
separately from the Main Plant Contract to allow the Authority to
make use of EPA CSO Funding prior to expiration of the grant
deadline.
JMT provides full-time construction inspection and management
services to the client for multiple construction contracts.
Significant coordination is required so that the plant maintains
continuous operations. In addition to inspection services,
our support includes resolving project issues, CPM schedule review
and monitoring, progress payment evaluation, shop drawing approval,
and change order analysis services.
